Is Microsoft Azure or Oracle Cloud cheaper for egress?

For internet egress from North America on 3 servers at list rates, at 1 TB a month Oracle Cloud costs $0.00 against $80.39; at 10 TB a month Oracle Cloud costs $0.00 against $882; and at 100 TB a month Oracle Cloud costs $783 against $7,868. Zone, NAT and CDN charges can change the answer, so enter your own traffic.

Does Oracle charge for its NAT gateway like Azure does?

No. An Azure NAT Gateway costs $0.045 an hour, about $33 a month, plus $0.045 per GB processed. Oracle's NAT gateway has no hourly or processing charge; traffic through it only counts against the normal outbound allowance. For private-subnet workloads that pull a lot from the internet, that difference alone can be hundreds of dollars a month.
