How is software development cost estimated?

An internal operations dashboard with company SSO, roles, searchable data tables, CSV uploads, complex reports and three system integrations takes about 1,300 agency hours on a UI kit with manual testing. That is around $175,000 with a US agency and $48,500 in India.

build = Σ features (hours × complexity × stack) + screens × 10 h + integrations × 32 h + 40 h setup total = discovery + design + build + 10% hardening + QA % + DevOps + PM (12% + time-zone overhead) cost = Σ role hours × regional rate × agency tier; likely = cost × (1 + contingency) sprints = 1 + ⌈build ÷ (developers × 40 h × weeks × 0.8)⌉ + hardening

This page uses the same method as the Software Development Cost Estimator, which explains each term and assumption in full.

Worked example

An internal operations dashboard: 15 screens behind company SSO, roles, data tables with search, CSV uploads and complex reporting, connected to three internal systems, on a UI kit with manual testing. Built by a US agency (mid-market rates), 2 developers in 2-week sprints, with 15% contingency.

  1. 1Discovery (sprint 0): 51 hours, $6,900
  2. 2UI/UX design: 76 hours, $9,100
  3. 3Front-end development: 355 hours, $49,500
  4. 4Back end, platform and integrations: 309 hours, $43,000
  5. 5Hardening and launch: 66 hours, $9,200
  6. 6QA and testing: 110 hours, $9,900
  7. 7DevOps and CI/CD: 57 hours, $9,200
  8. 8Project management: 123 hours, $16,000
  9. 9Contingency reserve: 172 hours, $23,000
  10. 10Blended rate: $133 an hour across the team
  11. 11Schedule: 8 sprints, 16 weeks

About $175,000, within a range of $137,000 to $245,000, and 16 weeks from kickoff to launch.

Frequently asked questions

Low-code builder or custom internal tool?

Low-code tools such as Retool or Appsmith are usually faster and cheaper for CRUD screens over an existing database, at a per-user monthly price. A custom build makes sense when the tool embodies a process that sets your company apart, when per-seat pricing gets expensive at scale, or when it will later face customers.

Does an internal tool need design and QA?

Less than a customer product, which is why this page starts with a UI kit and basic testing. It still needs both: staff use it all day, and bad data entered through an untested form is expensive to clean up. Rigorous QA is worth it where the tool moves money or inventory.

How much does an internal tool cost to build with a team in India?

For the scope on this page, about $48,500, with a range of $38,000 to $67,500 at mid-market rates: 1,460 hours at a blended $33 an hour, delivered in about 16 weeks by 2 developers. Change the features and team above for your own scope.
